Why not cut the hole in the tread,pore the mortor in the tire completely filling the tire. Then put the cutout back in the hole. That strap then goes over the hole. We use to use the bottom of 55 gallon barrels and stick the pipe in the cement mix.
HA HA, that old tire and rim, just to build a saw table, you have got way to much time on your hands, and oh by the way, you must not be worried about the feet and toes, drop a big piece of steel on em, and you'll be wishing you wore something besides flip-flops 😂lol
The wheel was worth far less than any materials used to fix it. When collecting wheels for yard carts etc I look for alloy rims (which roll about nicely without a tire!) and also collect space save steel rimmed spares because even after the several years they take to dry rot they still roll surprisingly well. Some items are best treated as "long term use but expendable" for most efficient results.

I used to inspect cars years ago and had an old Ford ranger being sold from Federal Armored Express. When I pulled the first wheel off to check the brekes I landed on my back with a 200lb tire on my chest.
What a complete and utter waste of time and resources. I made a chop saw stand out of an old Black and decker work stand it took me thirty minutes no welding and it cost me nothing.

Don't throw away, invest in a workshop.
Maybe I'm wrong, but I think it would be cheaper to buy a stand,especially if you don't have all the resources and welder power tools on hand😮
