I worked at a very male dominated science establishment and there was lots of innuendo and banter and when, in the 1990's, the government department we worked for issued a leaflet "Sexual Harassment in the workplace" one male member of staff quipped "Sexually harass any of the women in this place? You wouldn't dare?". He was right, the women were capable of giving as good as they got and if any man was foolish enough to grope one of them he'd have had his face smacked hard - at the very least. Only once, subsequent to that, was there a problem with one older man that repeatedly, made inappropriate comments to a student on her industrial year which distressed her but, she didn't want to jeopardise her degree/time at the lab, by complaining so in the end, one of the women raised the issue. Therein, I believe, lies the difference i.e. it becomes a problem when it is an abuse of power (or fame), is personal rather than general, and/or not out in the open and the 'target' is not in, or feels they are not in, a position to object. Once in an open office, a senior officer said something that make me blush. Without thinking, I slapped his backside - something for which I could have been sacked, but he announced to the room "Sexual harassment! Look everybody, sexual harassment!" to which I replied "You'll have trouble proving it with that big grin on your face that everyone can see", and we all laughed. Why was none of it a problem? Because he and I had known each other for 20 years or so and in my experience, work place banter or innuendo tends to be between people that have an established and good working relationship.
I don't watch anything on the BBC since my ariel socket went wrong, I get the letters but I'm not falling for that old chestnut. They should all get proper jobs Thank You.
There is "an obsession" with it because it affected a lot of people negatively and shouldn`t be tolerated. There is a general question about how to deal with people like that, why people didn`t feel comfortable to speak out earlier and what has to change in the BBC and the culture in general to not have people behave this way any more. Generally if some people start to speak out against a person who harassed everybody more come forward and speak out because it makes sense to tell your part of the story if the topic is already on the table.

I may be wrong, but I think employment law has a lower weighting to enable employers to get rid of people being inappropriate in their workplace. I think what the women are trying to say though that along with violence against women, sexual violence against women this casual (daily) verbal abuse is also something that women, all women not just middle class women want men to reign in. When I was in my 20s in the 2010s I was groped by middle aged women in pubs and had all sorts of inappropriate sexual remarks made towards me. A lot of men have also experienced this but we're grown up enough to brush it off and move on.
