As far as we know so far, it's a combination of both. Deepseek did made some break through on their training & algorithm design, which made the training cheaper and faster on their older gpus acquired before the US sanction (its parent company bought those GPUs for quant trading computation). They are currently working with Huawei to switch their deployment and training on Huawei's Ascend computation chips, and the fact that China's electricity price is only about 1/3 to 1/4 of that in the US. This would likely make their operating cost even lower.

As far as we know so far, it's a combination of both. Deepseek did made some break through on their training & algorithm design, which made the training cheaper and faster on their older gpus acquired before the US sanction (its parent company bought those GPUs for quant trading computation).
They are currently working with Huawei to switch their deployment and training on Huawei's Ascend computation chips, and the fact that China's electricity price is only about 1/3 to 1/4 of that in the US. This would likely make their operating cost even lower.
