OMG THANK YOU!!! I have tried for FOUR years, off and on, to twist the latch plate around to get rid of a wretched seat belt twist and THIS did the trick in under 5 seconds!!!! YIPPEEE, I'm FREEEEE!!!

no matter how often I try it up or down it stays twisted

It is possible that it's attached with a twist - and if that's the case it's best to take it to a dealer so they can fix it, which may require unbolting it at the frame or messing with the retractor.
