However, I believe the game needs an adjustment regarding healthcare services because the current costs are quite high, making it difficult to manage health issues in the city. If an update is made in this area, it could enable more effective and balanced city management!

Oh maybe you might be suffering the residential demand bug For this you have to remove most or all the parks in your city, save the game and When you open your city file again, wait for a couple of minute and then you'll start seeing demand increasing again.
