Many are saying Arrested Development, which is probably correct David Cross plays Tobias Funke, Analrapist. Also though Mr. Show with Bob and David is so worth a watch; David Cross and Bob Odenkirk (well known now as Saul Goodman). Run, Ronny, Run is a movie spin off of that show which is super hilarious and underrated. Highly recommend.
I'm showing my age here but I remember the basketball commercial they made the spoof scene off of. And the Firestone recall that was going on at that time. There's a lot of references that you had to be there to realize what they are.
