No , it's because she has more determination and guts and won't stop till job is done . Yes bill is skilled mean tough , but not as determined and ruthless to the end . Now not saying she isn't human , and has sympathy , but is a non stop revenge and respect to the end .
Bill is a complicated character, and he's not the only one in the film. He can show restraint and even kindness; he knows what he should do and perhaps even wants to do. But he's also a natural born killer and in the end will always revert to that.. That was the point of his story to Beatrix at the end - Superman can pretend to be Clark Kent but it's just a pose, no matter how much he pretends he'll always be Superman, and Bill will always be a killer. Of courses, so is Pai Mei. We'll probably never know exactly how Bill failed, because we don't know exactly what Pai Mei's standards are. Bur whatever they are Bill didn't meet them and Beatrix did.

There is actually a beauty in a lot of these trees one can only see without their leaves. I came to this realization while looking for things to photograph. My classmates didn't get it but he totally did in a way which surprised me. He said to the class, "He sees something special in these trees we can't see but I know he sees it. " That was true.
My guess is that learning this skill is like getting a PhD in something. The sensei needs to see that PhD dedication in the student before thinking about allowing them to learn something that important. Bill ordered the blonde to demand the move be taught to her but was denied immediately to which she insulted him and she lost her eye. That was Bill’s breaking point and had her poison his food . Perhaps him witnessing her gradually defy his prejudices about White women from America (who like to order in restaurants and spend men's money) was what compelled him to finally show her the technique. That and possibly a desire to share the knowledge with someone before kicking the bucket. Being young and attractive likely didn't hurt her either. Great video...
