no. its a minor seventh (Em?) and he just suspends it at times. so he's playing Em7 (shape with a capo it sounds like) and sometimes makes it Em7sus otherwise he's just making a slight bass line from notes within the chord. crosspicking. masterfully. if I try to play this it just sounds stupid!
Actually he does this in the order as follows. Intro: Esus4add9, and then after the third line to every verse, he does a quick switch to a reg Em, and then on the changing chord, is only strummed with the bass E ringing the D G and B strings of a D Triad, and then a quick switch back to the Esus and then another switch back to the D triad, and then back to Esus again.

Dear @Music of Bob Dylan: Well, your statement "composed OR performed by Bob Dylan" leaves the suggestion open that it was composed by Bob Dylan, which is untrue, as evidence of its existence is clearly given by Francis James Child in his 1860 book "The English and Scottish Popular Ballads" in Song #243. I do not deny the fact that it was performed by Bob (see his recordings in 1961 and 1970). So just to avoid any misunderstanding, I would appreciate if you would rectify your post e.g. as follows: "Great song, performed by many artists including Bob Dylan" or "Great song, amongst many others performed by Bob Dylan". Thanks in advance!
How irritating. I'm a huge Dylan fan and aware of his excellent version of this song. I also know Dylan's knowledge of traditional British and US music is unrivalled among popular musicians. However, @Gijs Schubert has the right of this and you should revise your comment to omit any suggestion that Dylan composed this song.
