So once the woman stops taking her tertiary month contraception it might take upto 6 months to a year before can conceive again(though some exceptions are always there where some might conceive within this time frame) . So trying to promote for 2 years might suit most of the population but the science behind it works for a better planning.

I think india needs to follow the contraceptive that goes in the arm and stays in for 3-5 year. Because most of the people forget to go back every three months for injection and then end up having more kids.
That's not possible. There's an injection for 6 months. There are minor side effects with this. Some people might not tolerate. For 5 years, a larger dose is needed which is not good for bones. Risk vs benefit analysis says 3 monthly is best
There are other ways of contraception such as copper t which are provided free of cost by govt through health centres.
