You have to think too that toolmaking, etc. are somewhat concepts to only us, humans and humanoid beings. May not even apply to all humanoid beings. Like for example they'll look for planets that have, or had water at one time. That's smart and practical, it's the obvious thing to do, makes sense etc. But the flip side of that is we're kind of trying to bind extraterrestrial life to our limitations, our understanding of biology and biology throughout the universe (which we know probably an obscurely small amount). The plot of the movie is a bit better fitting for the already extraordinary universe of watchmen.
