Can you give the link of wincc explorer 7.0

WinCC explorer is automatically installed when you install WinCC software.
You can contact nearest siemens distributor to your place.

how to find wincc tag simulator

If you've installed Smart Tools (when you installed WinCC or you installed separately after installing WinCC) you can find tag simulator under All Programs > WinCC > Tools.
If you haven't installed yet, you can install by running the WinCC setup and select Smart Tools.
