I use compressed air to blow out the water. I also think its a good idea to apply the thermal compound to the heat sink instead of directly on the cpu. Mark.
Dettol or antiseptic liquid, which are engineered to not evaporate, will fill the microscopic valleys in the metal and significantly reduce the effectiveness of any subsequently applied thermal compound. Isopropyl alcohol (90% or 90%+) doesn't leave any residue, that's why it's used.
First is essential to acknowledge what the thermal paste is doing here. Even though the metal surface feels like its smooth, technically it’s not smooth. There are minor variants on the surface and when you place the heatsink on the lid of the CPU (the CPU heat spreader) there will be no 100% surface to surface contact. The CPU lid and the heatsink are usually made of different materials which will expand and contract different amounts as they are heated and cooled. The role of thermal paste is to "fill in the gaps" and allow for better transfer of heat from the heat spreader to the heatsink. When there is no thermal paste, due to the expansion the CPU operating temperature will be high. Due to that scenario the CPU will slow down which is called thermal throttling. In order to stop overheating and failing modern CPU will attempt to shut down before reaching its critical temperature which matters its breakpoint.

I was having overheating issues with my rig and I think it was a slightly Dusty CPU fan although not nearly as bad as this but what I did was I just replaced it with a much beefier one and dusted the rest of my computer with some duster gas just to be safe. I'm not going to do any overclocking because that can cause issues if you can't figure out how to get it to be stable like how I was getting it issues with my computer spontaneously freezing because I had the motherboard set the game mode which is an overclocked preset isnt ias reliable as a manual overclock. It’s a good practice to open up your computer and follow the cleaning process at least every three to six months. If you notice that your system has a significant level of dust present the first time you clean it, more frequent cleaning is in order. In most cases, you shouldn’t need to reapply Thermal Paste more than once every few years, though you should replace your paste if you remove your cooler for any reason. You may also want to consider reapplying thermal paste if you find your CPU temperatures are climbing.

1. Take proper electrostatic discharge precautions. 2. Remove the motherboard from the casing. 3. Turn the fan push pins counterclockwise 90 degrees to release them. 4. Try pinching the underside of the white pins with some pliers while pulling them out. Be careful not to let your pliers touch the motherboard itself, as it may cause damage. I wouldnt clean the heatsink with water, as the blade might get corroded on the inside... as for thermal paste application, you were using a sharp object to spread the thermal paste, which could damage the surface of the cpu... it is only a surface damage, but it could affect heat transfer... as for the technique of spreading the thermal paste, you are introducing a lot of air which act as insulation, not good... the right way to do it is by using a spatulla
