I am here to explain the facts and the tactics used by Indian Government to engulf Nepal's sovereign territory into its map.
Summary of the Sugauli Treaty:
In 1816 A.D. Treaty of Sugauli is signed between Nepal & East India Company which states that Mahakali river originating from Limpiyahdura marks the international boundary between Nepal & India. All the regions on the Eastern bank of the River is Nepal and western side is India. Limpiyadhura, Kalapani & Lipulekh all three regions lies on the eastern side according to the Map published by East India company in 1923 A.D. Until 1961 Nepal has the total control over these territory. In 1962, there is a war between India & China. After the war finishes Indian Prime minister Jahawarlal nehru asks for permission from Government of Nepal (KIng Mahendra) to keep Indian armies in Kalapani region for temporary basis. Nepal permits & they keep Indian army troops. Soon after that there is a political ups and downs in Nepali politics therefore nobody could focus on those regions. When democracy was restored in 1990, Nepal Government started to talk on Kalapani issue...............Then The following happens...............(Please read carefully to understand Indian strategy)
1 Prime minister of India Indra Kumar Gujral agreed & signed on a document that ascertains Kalapani as a disputed area between Nepal & India and is an outstanding issue that needs to be solved by a bilateral talk between Nepal & India in the year 1997 A.D.
2 They form a joint committee under joint secretary level for the border issue that resolve 98 percent of the border issue but couldn't solve Kalapani and Susta issues.
3 Joint committee couldn't solve the Kalapani and susta issue because it was more political & a historical issue.
4. India starts to make road in a disputed area unilaterally defending as an uplift of the already existing trail used to visit mansarovar Kailash in China. But Indian side never thought that they should consult with government of Nepal or at least inform them before starting making a road. And they are now saying that why didn't Nepal say anything when they started making road?? How funny is this remarks? India didn't inform officially about making of the road to Nepal and they are saying that why you didn't reacted at the time of commencement of the road?? My goodness!! How would Nepal know about it when there is no official information from Indian Government and precisely when there in no any route from Nepal side to reach to the Kalapani region until today?
5. Prime minister of India agreed Kalapani as a disputed area in 1997 and they included that disputed regions in their Map in 2019 without talking once to Nepal with whom they had made and agreement about those regions being disputed area and is an unsolved issue between Indian and Nepal. This act is a straight forward domination to Nepal and also a straight forward encroachment.
6. India says that they respect and accept Sugauli treaty which only means that they respect every provisions and things mentioned in the Treaty. In the Treaty it has been clearly mentioned that Limpliyadhura is the origin of the river Mahakali and the eastern bank of this river is Nepal side whereas the western bank side is Indian territory. But India denies this provision saying Lipukhola tributary is the origin of Mahakali river. Then where is the respect to the Sugauli Treaty?? And who gave them authority to change what's been mentioned in the treaty itself which they say that they respect it?? And how can be a small tributary be the source or origin of Giant river stream like Mahakali?? Doesn't it needs to be a bigger water flow source??
7. India erects a Kali temple in 1970s over the Lipulek khola and then starts claiming that since the water originates from the Kali Temple and the tributary meets the Mahakali river so it is the Origin of Mahakali river. Funny isn't it?? the origin of Mahakali river changes suddenly from Limpiyadhura to Lipulek Tribuatry in 1970s. Wow!! And Nepal should be compelled to accept that ridiculous plan. Kudos Indian! What a master plan!
8. India also said that they have a map signed by a RANA PM of Nepal which shows that Kalapani region was handed over to the British by the RANA PM of Nepal as a gift after the Sugauli Treaty. But they forgot to identify the fact that they are not British but Indian. Our PM didn't gifted it to India at all (if there is any map as per their claim). When Britishers were exited from India the land automatically returns to the Nepal. Where has been it mentioned that after their exit those regions will be understood as Indian sovereign region??
9. They say that why were Nepal silent until more than 50 years and why have they suddenly started to raise the voice. They shouldn't forget one world established fact that there is no stipulated time for the suffering side to raise its voice for justice. Nepal then was very very poor country and also its literacy rate was quite low, almost near to negligible. Present Nepal is more educated, more aware, more intellect, more civilized, more competitive so it is quite obvious for the people, media and government to raise its suppressed voice for justice. But, There have been time in between when Government of Nepal had presented this issue with several Prime Ministers of India. Both sides were going through the field inspection through the joint border inspection committee. Also, Present government under PM OLI is the strongest government ever in the history of Nepal's Democratic Process. For the first time, the whole nation is aware & united in this issue. So, this has to be naturally the most right time to raise the voice and sort out the problem at earliest with regards to all its historical evidences through bilateral talks. Indian master plan failed here. They should have sorted this out when Nepal was not educated, aware, intellect and focused as it is Today. Things could have been in their favor because Maoists were given rise in Nepal with the aid of India even Bhutanese Refugees to bring instability in Nepali Politics & so that they could play with Nepal according to its interests. 10. They say that the People living in those disputed regions have Aadhar Card & Rashan Card. And I say why not?? When India has a policy and plan to encroach the Nepal sovereign region over years because of its geographic and strategic locations they will obviously distribute those Indian government cards to the population living there. And why wouldn't the poor, hungry and starving Nepali population living there won't accept it? when they will have better opportunity, better life, better future. And who has seen the threatening portion to the people living there?? Can't there be any trick any threatening issues?? And now they say that people living there, their thoughts should be give importance in the border issue resolution. I ask Why?? Did Sugauli Treaty say so?? Why did India distributed Aadhar Card & Rashan Card to the people living in the disputed area when PM I.K. Gujral had agreed to put those regions in the disputed area?? Why din't India take it back from the people living in disputed regions?? Why have they retained it until today?? Isn't it the part of their Grand design plan?? Doesn't it appear to be like that?? Who is fool in today's world?? Whom are Indian trying to fool? Themselves??
11 Although India says that it respects the Sugauli Treaty but India with its thoughts, its policy, its dominating behaviors, not responding to the three diplomatic notes sent to India, The idea put on by the Indian Think tanks, Media focus clearly show that India is not at all in the mood to sit for dialogue, neither it is in the mood to respect or accept Suguali Treaty and its provisions nor they will return those regions to Nepal. They might agree to put those regions as joint sovereignty status which their think tanks has outspoken in recent conversation video just to feel the pulses of Nepali side and the reaction to follow.
12 Indian Government after a long silence has uttered a response to Nepal side that India is looking forward for the dialogue but it is the duty of Nepal (not India??) to create a positive atmosphere for the dialogue to happen. They have played a trick over here as well. Just giving a simple reading feels like it is a positive response from India but if you give it a close look and intensive reading then you suddenly realize that India has again outplayed Nepali side to stop passing the bill to include Newly issued Maps in Nepali constitution which will protect their image in International community, in International arena. It is in fact a chess move. Check & Met status!
