I'm an idiot, don't do what I do.
Starting over, noticed lack of power. So, after doing some research, I added a DVOM to the ICT Comm Spec p/s. Not absolutely sure that the supply was enough, I reworked the wiring, eliminating the RF filters and electrical tape and added a few spade connectors. I also refitted the clamp connector, probably the worst of the bunch but, made it work. some of the wire gauge is tiny.
Anyway, once completed, it seems to work. The antenna tunes properly. It seems to work on the MRA as it should but, no official contact yet. the Spectra would get warm after a while and occasionally quit, restart and sometimes, not restart at all.
NO, I AM NOT USING THE ANTENNA ON THE DESK. It is connected to one overhead so, I'm not burning out my eyes.
Without a full list on Motorola, here are the specs:
    Model: L99DX+338L
    ID NO: L04KKH9PW7AN-UCM
    SERIAL: 761DE0098
    FCC ID: AZ492FT3772
    The ICT Comm Spec is a 20A, 13.8v p/s
