Love these software engineering workflows, could you discuss how do you build a feature when the requirements are not clear? What is the process to make sure we gather the right requirements? Most of the times, people don't really know what they want right?
Is the engineer raising the RFC also required to provide any financial benefits (as in estimated dollar value) for their feature as part of the RFC? For example, there could be a scenario where the feature makes technical sense, but the costs of implementing said feature outweighs it's benefits. In essence, does RFC get reviewed by the business people also?
Not really, it's hard to gauge that value from the outside. Usually if there is the risk for a big monetary effect it will be a more formal review process than an RFC.
