Can a column of 4 bars 16mm hold upto 4th floor (3+G)??
It depends on the purpose of the building or the intended load. I recommend, following a structural drawing. Tell a licensed structural Engineer in your location to make for you a structural drawing based on pre-calculated intended loads and he will make a proper structural drawing rather than guess work

Is it right to reduce on the amount of bars in the column when your on the last floor
Yes it's possible but you have to do it under the guidance of a licensed structural Engineer. He is able to calculate everything from the first principles depending on the number of users intended for the building and also the dead load.
Therefore when you want to reduce the number of steel bars in the last floor look for a LICENSED structural Engineer to help you (not just any Engineer)
