Homelander was raised in a lab under the decision of Vought and turned into a fascist narcissist PR mascot maniac with mommy and daddy issues. Soldier Boy became more spiteful and vengeful after Vought decided to replace him, hand him over to the Russians to be tortured and experimented with. Butcher became the man he is today partially because Homelander r**ed his wife and Vought refused to bring him to justice and made sure no one found out, then hid Becca in her own little prison from Butcher without even telling him, giving him the assumption Vought killed her

He is however a major threat, just not as big of a threat as Vought or the former CEO Stan Edgar. Vought is more powerful, and more influential than Homelander ever will be, that is what Stan Edgar explained to him in season two. Homelander will cause destruction, but just like he was in the comics, he will be stopped before he can control the entire world. Compared to the power of Vought, he is just a delusional guy who has superpower and he in the comics universe he was killed by a clone that he didn't know about, that is the point that the comics made, Homelander was never important and his death wasn't on a panel.
Yes, he's the Main villain, Vought is a company that created the V and the Supes, but it's to every person decision to the attitude they adopt. I think he became a villain the day he gives V around the world to create Super Villain, but he didn't realize it. In the Airplane, he took a hard decision, but could he have done anything else, he could have save max 2 or 3 person, but it would have still be a tragedy. He try to hide this to keep his image and the image of the company. Think it's still bad, but not near as bad as giving V to terrorism.

The only thing I believe that makes people a little unsure of who or who isn’t a villain is the fact that we keep getting deeper looks into all of our antagonists. We see a lot of them are victims who became villains…Homelander, Soldier Boy, Neuman, hell even Deep’s lame ass…we see the back stories or at least get little nuggets to suggest deeper emotions. The only thing still unknown….Vought…Edgar…yeah that is the big villain. Mysterious powerful unknown figures whose methods we can only guess at…definitely Vought is the Big Bad…

Barry didn't give a shit about the lives he ruined and just changed time so he could save his mom. and then changed part of that tmeline back; leaving his mom dead and switching around a few items on a store shelf to help clear his dad of charges. or even Batman from the same universe when he wanted to kill Superman because he PERCEIVED him as a threat to the world, due to events in Man of Steel. his actions culminated into the Mother Boxes reawakening and bringing a herald of Darkseid to earth. i would bring Dwayne's Black Adam into this, but he was just a guy merely trying to protect his country. the Justice Society wanted to come in and screw that all up just because Ms. High-and-Mighty, Amanda Waller, said so.

Only governments can use fascism, and there is only been "two" governments in history of doing that. Germany and Italy both had dictatorships, used military power for conquest, used nationalism, and racial rhetoric. Christianity doesn't even have its own state, doesn't have a military, doesn't have a dictator (can argue about the pope), and doesn't use racial structure (all are welcome). So Christianity and fascism don't align.
