Could be in holiday lockout mode or gate limit isn't set. You need to check the control card to see what the problem is exactly.

just had the same problem, when i opened, the screen said a fuse was blown. i replaced the fuse and it went open and close again. there should be a spare fuse on the side to replace the one going into the monitor.
