problem with skarner is that as a tank/skirmisher he's heavily dependant on his Q to do the damage, hiw W only proportionate a small shield and the slow (perfect for adc's and assasins but not againts other skirmishers. and his E can be properly predicted, flashed or defended. His R is entirely determinative of a TF so his entire kit revolves around his Q after that you're worthless like a nautilus.
So yeah, he's a great lethalithy build because people don't know him (so does it reflects on the winrate) but once people get used to him he'll be stable but nothing extreme. He's not worthless but he's not fun to play either, the novelty of the E fades away when you find out if you're on a terrain and the E fades you're ejected so it's not infalible. the charge is kinda hard to tail. He thrives in jungle but near the nexus his E loses all chance.
concidering the Jax was a level down and probably an item or more down Skarner must lose all effect on a game at late game. If builded tank by the mid-late he'd be a normal skirmisher with all that entails.
