Can this broken Survivor format actually work?

Fans vs Favourites is a bad format for a few reasons, but can it be saved? I think it could be, with the right circumstances.

For me, I thought the fans vs faves format would work if it was 1) equal number of fans and faves and 2) they were mixed into the tribes. That way, one group can’t necessarily gang up on the other like in EOE or what happened to Russell in RI. And mixing them into the tribes gives everyone time to interact and form bonds so the lines aren’t so clear cut. It’s be interesting to see a cast of 9 fans and 9 faves and they were split into tribes 5-4 from each group.
Like taking Caramoan for example, what if the 3 amigos were already together? AND Eddie and Reynold still had their original alliance. That’d be a clear majority that might be able to dominate the game.
I do like the idea of a first boot season but I’d modify it to like an all premerge boot season. A lot of biiig characters that could rise into big stars.

I'd like to see a fancast. My personal picks based on likelihood and entertainment would be would be: Nadiya, So, Morriah, Reem, Marissa P. or Gonzales, Darnell, Zach, Zane, Ronnie, and if they could get him Pat, but I'll settle for like David or Abraham (We need better male first boots!) Also HM to Jolanda because she has like such a great story post-game, I just don't know if they'd be able to get her.

Why only first people? It can be people voted out throughout the premerge, or at least people voted out first from their tribes, even if they were actually voted third or fourth. Unfortunately, we need the former to bring Voce, who really needs a second chance.

Doesn’t necessarily have to be first boots. Early boots can work as well.

Australian Survivor is 100 times better than American Survivor. Probst has been forced to go way too soft, and these past couple of seasons have been unwatchable.
