when you will put heavy taxes on local cigarettes people will switch to imported brands which are half of the price of current local cigarettes also come through illicit trade so your revenue will become down automatically its a logical reason and your govt cant do crackdown on all at a single time still shopkeepers are selling it even after custom raids before the heavy taxation govt is generating revenue, so the point is that people have choices here but govt don't have a proper plan to tackle out this issue.

The most workable solution for implanting any law is to ensure that the violators are strictly punished. Problem with Pakistan is that our big thieves whether they are the officers of the armed forces, our judges or bureaucrats they never get punished, they always get away with looting
