      @andrewkline that is what is called a Sensitive Drill Press.....it may have power down feed, but is mainly used with the capstan handle and the pressure is monitored by the operator......with power down feed, the machine controls the about of feed and that is usually on drills of much bigger size.....I hope this helps....
