Interesting! 6/8 and 12/8 are super related and I think you could argue either for this. I called it and think of it as 6/8 because the most frequent pacing of the chord changes is every 6 counts
It's a weird one here, and I probably botched the naming. Voicing is correct though. It would be a D (minor 3rd) for a standard B*minor*7 flat 5, but that major 3rd (Eb/D#) is heard in the recording as the top note of the arpeggio
