There's no legal way to get firearms if you're not part of law enforcement here.

How about you make it illegal to buy them in the states to begin with. As somebody that spends a lot of time in Latin America I can tell you it's not just Haiti. The states supply most of the weapons in the western hemisphere. WE ARE THE PROBLEM.

@flexx7543 We are not perfect, but that can't be any further from the truth. Our ports are heavily checked. We work in collaboration with the US. Agencies, remember Dominican Republic has been a bridge for drug trafficking. What it is neglected is the Border.

Lathes and mills aren't cheap but neither are attorneys and courts. Forming precision metal parts from raw materials may be an option for some. After all, you can buy a chunk or block of aluminum with no background check.
