    Stromae is Belgium and the city where this music video was shot is Brussels. In Belgium, drunk walking can lead you to 2 to 12 hours in "sobering cell" at the police station. It's called "ivresse publique", which lousely translates to "Public drunkness".
    Oh, and BTW, all reactions of the anonymous people, Police included are genuine : the music video was filmed in "caméra cachée) don't know the exact english translation but it means only Stromae knew he was filmed.

    "Il est saoul" (pronounced "sool" or "soo") = "he's drunk". "Minable" is "pathetic"; he says "j'étais fort minable". "Se mettre minable" can also mean "to get drunk". He explains that his girlfriend dumped him because he can't have children. For the verb "boire" ("to drink"), the past tense is "bu": "j'ai bu, tu as bu, il a bu" etc. Please also watch "Papaoutai"!

    Stromae is a mastermind in lyricismn. He often put deep meaning in his lyrics and put them into songs you want to dance to.
    I first heard of him back then when Alors en danse hit the radio and years later I also read the translated lyrics and was a little bamboozled. I always thought of it as a happy go lucky dance song but the text to it then hit deep.
    He also has the tendency to sing from different perspectives.
    Similar to that are most of his other works.
    You can put most of his songs into the recommendations so I try to get the top contenders for me:
    Papaoutai (you already reacted to the cover from Pentatonix)
    Carmen
    Bâtard
    Fils de joie
    Quand c'est?
    Tous le Mêmes
    L'enfer
    ... and many many more but for your next dive into his lyrics, these are some excellent choices.

    I'm glad you liked it.
    It's also about having a child. At the beginning he says she left him because he can't have a baby. At the end he says “give me a baby monkey”!
    “fort minable” means “very shabby”, so it’s a play on words: tu étais formidable, j'étais fort minable.

    So, you can pronounce French, I’m impressed. Great song and yes, he was pretending to be drunk. Stromae has many great songs, all of which are very poetic. Maybe “Alors on dance” next.

    Stromae is a Belgian singer. Little explanation of its name. Stromae is an inversion of the Maesto syllables (mae-stro -> stro-mae - Pronounced like Stromaé). Syllable inversion (verlan) is a form of French slang very common in France, especially in the 1980s.
    I also recommend his songs like "Alors on danse", " Papaoutai", "Tous les Mêmes" and "Fils de joie".

    wow D your French is very good. Here in Belgium we speak 3 languages (dutch, french and german) but almost no one does, I know Dutch speaking people who can't speak French as well as you do. Tu es formidable

    That video was filmed with hiding cameras so the intervention of the policemen was real as they didn’t realise it was a video making

    In French we more commonly say : "il est Bourré" . there is an expression that I love which means that the person is drunk : être rond comme une queue de pelle

      It depends on the country. In France it's as you say, but here it is in Brussels, drunkenness in the street is authorized unless the person behaves violently or dangerously.
