It refers to a definite finite amount, which is the smallest amount of something (such as energy), a discrete quantity, a "packet". So we can't have arbitrary levels of energy of light of a given frequency, but the energy of a given frequency of light can only be an integer number of these fundamental quanta (quanta = plural of quantum). We can't have arbitrarily small amounts of energy of light of a given frequency.
