I Cant Stand the Rain [ Bitpop Chiptune ] - Tribute to Tina Turner - Made with C64 Driver/Samples & DAW (6 Channels)
Is it a 70s or an 80s tune? My first contact with it was from Tina Turner's Private Dancer album in the early 80s but my favourite rendition is the '78 version by Eruption. It's a nice soul/funk ditty. The A# pops make it for me.

what tools are used to make this music ?

I use a combination. It's my own C64 music driver that I run using the Vice emulator with ReSID. I then sample out and use those samples in Tracktion Waveform 10. It's all done using Ubuntu Linux as my operating system.
