What does it take to get arrested for criminal traffic violations in Pinal County, Arizona? Driving with a suspended license at 92 mph, without seat belts fastened with no proof of insurance and registration will get you a trip to jail in any of the 5 states I've lived in.
You see, this is what pisses me off... no license, no Reg, and he gets to drive off? arrest him, call an ambulance for the injured person, take his vehicle and crush it... This girl with no license and a warrant crashed into me and they let her walk!
And who pays? They will just go buy another car. The state ends up paying the $15-$25k for the ambulance. Then the state has to pay for the fees to then auction the impound car. Easy way for the state to lose $100k Or. Those tickets? Fines alone is over $2,000. The SR-71 (whatever it's called) forced insurance policy for no insurance (forced 36 month independent policy, no property coverage) pay into the un insured fund. Legal is better. They can force payment.

He had an AZ license in the past, so it's assumed he knows how to drive. It just is not current. If he had never had a license in the past, it would have been a towable offense.

I’m not sure why he didn’t arrest and tow, except he was outside San Tan Valley doing traffic in other areas of the county and it may not have been feasible for him to wait for a tow truck or haul him to the nearest jail. He did issue a summons and some expensive tickets!!
Probably because of the kid. Cops play the long game whenever possible and you take a father away in cuffs then tow his truck and hand her to cps or whatever the Arizona version of that is then you just made at least one enemy that could in 5-10 years down the road. These videos I watch because I never plan on setting foot in Arizona but when cops mess with u it sticks with you. Throughout high-school and my early 20s it was non stop daily dealing with cops and I learned if you are lucky enough to get the right lawyer and jury that it takes to beat a serious case in the courtroom they will make u pay on the streets. My first car had the back seat literally cut out with a pocket knife and sat on the sidewalk next to me and my brothers all because of a comment one of them made when the new very attractive female cops showed up to the traffic stop. He stopped what he was doing and claimed on top of my brother like a damn spider monkey with his hand on his throat and we were 16-17 years old and that was just one example of I think a Wednesday afternoon. Cops are just as bad as gangs
I live in NY and my son is learning to drive. He is doing really well and I have confidence he will be a safe and respectful driver. I am watching Fridays with Frank with my son to help him learn and really understand the seriousness of speed and the privilege of driving in general. I can't thank you enough Frank for doing what you do. You are a great role model and example of how policing is done by most deputies and officers. He was cited for it and has a mandatory court date. He stated previously that if someone has never had a license before, they won't be permitted to drive off, but now if they have had a license and its just expired, they can still drive off but are getting cited for it. I dont agree with that, but they have their reasons for doing what they do.

How on earth is someone allowed to drive away when they got caught without a license, without insurance and without registration. Where I live, for each of those 3 things the guy has to walk home.
No registration or insurance, no plates in Ontario, Canada. No license you can't drive either. At 50 over, your car is impounded and if any license is suspended right there. Not sure how long, 2 weeks maybe and you get to see a judge and maybe a $10000.00 fine.
My guess is it had everything to do with the fact that he had his daughter with him. Minus that, I believe I have seen Frank tow vehicles in similar situations.
@@patstiffthat covered in the beginning he's in a very desolate area. So if Frank has to sit there and wait for the tow truck it could be two or three hours of Frank sitting on the side of the road. When you could be actually enforcing traffic laws by applying financial burden with mandatory court dates. At that point he has to think about the liabilities of the child and the alleged injuries. He can call an ambulance, but that's $25,000 right there. Most people simply won't pay and then it falls on to the state through the state health system.

When this guy goes to the court and finds out that it's $1,000 for the no insurance another $1,000 for the criminal speeding plus whatever the seatbelt fine is. He'll get the idea especially because it's technically due immediately at the time of the court appearance. (They have payment plans but they've been cracking down a lot of times the only break it into three payments, no more can you request a 24-month payment schedule) Past that in Arizona because of the uninsured problem there's this special insurance I think it's called an SR-22. This is a mandatory 36 month policy. You must pay for insurance for 36 months with no breaks. This is not a normal insurance policy It's unique and it covers only damage you do. nothing of anything that you own and the funds go to the Arizona uninsured fund which keeps the insurance rates reasonable in Arizona. In order to reinstate your license you must show proof of this if at any point you stop paying your license is immediately suspended and you're still required to show 36 months continual so if you paid for 24 months and then missed a payment your license is suspended and you get to do it again.

I always love the 'I just got the car' line. Plates were always first day, and I never bought a car after insurance was a thing that was not on my insurance the same day as the purchase. 'I am lazy' has never flown with me as an excuse, and don't go there with 'so expensive' either. If you can not afford it, don't buy it.
here you have a grace period of a few days, typically, but that's only to cover the time between you arranging the insurance and the paperwork going through. If you buy from a dealership that's typically bridged by the car remaining on dealer insurance for that day, so you can drive it home insured and call your insurance from there rather than having to call them at the dealership. Can't get insurance if the car has no plates, and no plates without registration. And no dealership will deliver a car without plates, obviously. Most dealerships won't deliver a car without proof that insurance has at least been arranged either, and will happily sell you insurance (as most are insurance agents as well).

First time I ever disagreed with Frank. That guy should not have been allowed to drive away. I think the little girl having a cut on her head influenced him to let the guy drive on. Didn't want to be seen as delaying her "emergency." Notice how he played CYA at the end when he said, "Just so you know, you can't drive because you don't have a license." Apparently Frank thinks that covers him after he drives off, then the guy drives away and does 92 again, hits a family and there are 5 fatalities, and he will then say, "I told him he could not drive." Should have told the guy your car is impounded, you're under arrest, called for EMS for the girl. They would have taken her to the hospital. Maybe she had had a serious blow to her head and had a brain bleed or concussion going? Even the best make mistakes. This was Frank's turn to blow it.

Frank, I'm constantly amazed that you don't have the power we do, to immediately remove and tow away, any vehicle that is running without insurance. Similar power for no driving licence as any driver who has no licence automatically has no insurance. Likewise with drink/impaired riving. We can do a roadside breath test on a hand held intoximeter or which gives an immediate read out and if that shows a fail you then have the authority to get a reading on an 'evidential' machine at the station. For suspected drug impairment traffic officers carry a simple saliva drug wipe kit, and again failure on this allows for an evidential sample to be taken back at base. You need more tools Frank. Keep up the good work it's a delight to hear the same old 'excuses' trotted out in Pinal County as over here!
As a former police officer and now paramedic, I applaud your style. Doing ridiculous speeds as a panicking parent, no seatbelt on the child, licence, registration is just an absolute recipe for disaster. SCOTUS never ruled that you can drive without a license. NEVER. In fact, the SCOTUS ruling is that driving is a licensed activity and licenses are constitutional.
I know the area that they're at, It's literally the middle of nowhere. That's also why he did not get a reckless driving charge despite the speed. Pinal county as a whole is notorious for very high speeds because of the layout of the roads. There's numerous roads that are signed at 45 that people regularly do 65 to 70.

Frank is highly watchable as usual, and gives us in the UK a good example of how some US Law Enforcement Officers are doing their jobs responsibly, fairly and courteously. However, the Law is the Law, and it baffles me how the dull-witted gentleman who was apprehended in today's episode could be legally permitted under what appear to be Discretionary Powers to continue to drive one further inch in that vehicle. It would surely have been more in the Public Interest to have the vehicle Impounded until all of its legal irregularities were resolved, to have the driver transported to Jail until his legal position as a repeat offender could be thoroughly assessed, and to have his daughter advised about the availability of foster parents who could provide better parenting and also set a proper example to young people in their care.

While I FULLY understand that by arresting the driver and having the vehicle towed will take one or more officers "out-of-service" for a number of hours, but allowing him to drive away is TOTALLY UNACCEPTABLE! I live in Arizona and just paid my insurance premium for the next 6 months and found the part of the premium that took the biggest jump was for "Uninsured motorists". And why is that? Duh... by ALLOWING UNLICENSED/SUSPENDED/REVOKED drivers, driving UNREGISTERED vehicles with NO INSURANCE to "Drive away" instead of impounding the vehicle and arresting the driver. Thanks Frank, for helping insurance companies keep raising their rates, particularly for uninsured motorists. How are these people EVER going to learn if there is no IMMEDIATE consequence? Aren't law enforcement officers supposed to be "serving and protecting" us from law-less individuals like this? An unsigned title for a vehicle that hasn't been licensed for 7-8 months? What does that tell you? I doubt the driver is about to go to DMV any time soon. Frank, we need an explanation. Why no tow? Why is he not arrested? Please , we are confused. Thanks for all the great videos. This one has us all stumped.
He had an AZ license in the past, so it's assumed he knows how to drive. It just is not current. If he had never had a license in the past, it would have been a towable offense.

There is a reason their licences aren't valid and it is usually from driving infractions. Meaning, they don't know how to obey driving laws ei: don't know how to drive appropriately.
@jenniferscott375 it " may" be a towable offense. In AZ it is a criminal offense ie misdemeanor, it's up to the officers discretion. He's already going to get a hefty fine and possibly jail time.
I’m not sure why he didn’t arrest and tow, except he was outside San Tan Valley doing traffic in other areas of the county and it may not have been feasible for him to wait for a tow truck or haul him to the nearest jail. He did issue a summons and some expensive tickets!!
Probably because of the kid. Cops play the long game whenever possible and you take a father away in cuffs then tow his truck and hand her to cps or whatever the Arizona version of that is then you just made at least one enemy that could in 5-10 years down the road. These videos I watch because I never plan on setting foot in Arizona but when cops mess with u it sticks with you. Throughout high-school and my early 20s it was non stop daily dealing with cops and I learned if you are lucky enough to get the right lawyer and jury that it takes to beat a serious case in the courtroom they will make u pay on the streets. My first car had the back seat literally cut out with a pocket knife and sat on the sidewalk next to me and my brothers all because of a comment one of them made when the new very attractive female cops showed up to the traffic stop. He stopped what he was doing and claimed on top of my brother like a damn spider monkey with his hand on his throat and we were 16-17 years old and that was just one example of I think a Wednesday afternoon. Cops are just as bad as gangs

I live in NY and my son is learning to drive. He is doing really well and I have confidence he will be a safe and respectful driver. I am watching Fridays with Frank with my son to help him learn and really understand the seriousness of speed and the privilege of driving in general. I can't thank you enough Frank for doing what you do. You are a great role model and example of how policing is done by most deputies and officers. Your service is helping so many people that you have and most likely will never meet. I just wanted to let you know how appreciative we are for you and what you do every day.

He was cited for it and has a mandatory court date. He stated previously that if someone has never had a license before, they won't be permitted to drive off, but now if they have had a license and its just expired, they can still drive off but are getting cited for it. I dont agree with that, but they have their reasons for doing what they do.

How on earth is someone allowed to drive away when they got caught without a license, without insurance and without registration. Where I live, for each of those 3 things the guy has to walk home.
No registration or insurance, no plates in Ontario, Canada. No license you can't drive either. At 50 over, your car is impounded and if any license is suspended right there. Not sure how long, 2 weeks maybe and you get to see a judge and maybe a $10000.00 fine.
My guess is it had everything to do with the fact that he had his daughter with him. Minus that, I believe I have seen Frank tow vehicles in similar situations.

So if Frank has to sit there and wait for the tow truck it could be two or three hours of Frank sitting on the side of the road.
When you could be actually enforcing traffic laws by applying financial burden with mandatory court dates.
At that point he has to think about the liabilities of the child and the alleged injuries.
He can call an ambulance, but that's $25,000 right there. Most people simply won't pay and then it falls on to the state through the state health system.

When this guy goes to the court and finds out that it's $1,000 for the no insurance another $1,000 for the criminal speeding plus whatever the seatbelt fine is.
He'll get the idea especially because it's technically due immediately at the time of the court appearance.
(They have payment plans but they've been cracking down a lot of times the only break it into three payments, no more can you request a 24-month payment schedule)
Past that in Arizona because of the uninsured problem there's this special insurance I think it's called an SR-22. This is a mandatory 36 month policy. You must pay for insurance for 36 months with no breaks. This is not a normal insurance policy It's unique and it covers only damage you do. nothing of anything that you own and the funds go to the Arizona uninsured fund which keeps the insurance rates reasonable in Arizona.
In order to reinstate your license you must show proof of this if at any point you stop paying your license is immediately suspended and you're still required to show 36 months continual so if you paid for 24 months and then missed a payment your license is suspended and you get to do it again.

Instead, how about we consider that having a guy driving criminal speeds with no insurance, license, registration, seat belts, etc.. is going to put themselves and others on the road at a much higher chance of injury/death with no coverage. You can arrest people and tow their vehicle while still applying financial burden with mandatory court dates just so you know, they aren't mutually exclusive. If that guy were to drive off (which he was allowed to do and did) and continued his criminal speed and recklessly crashed into another vehicle and killed his daughter and another family, I don't think we will be pondering "well at least the state didn't have to possibly pay 25k for an ambulance ride, phew! we definitely made the right call by letting him drive away!"

No matter how many lies and mistruths you are told, you just roll with them and continue to get the info you need to write the citation and get them on their way. No drama, no attitude, no ego, just law enforcement while allowing us to see how much BS you have to put up with on a daily basis. I always love the 'I just got the car' line. Plates were always first day, and I never bought a car after insurance was a thing that was not on my insurance the same day as the purchase.
'I am lazy' has never flown with me as an excuse, and don't go there with 'so expensive' either. If you can not afford it, don't buy it.

here you have a grace period of a few days, typically, but that's only to cover the time between you arranging the insurance and the paperwork going through.
If you buy from a dealership that's typically bridged by the car remaining on dealer insurance for that day, so you can drive it home insured and call your insurance from there rather than having to call them at the dealership.
Can't get insurance if the car has no plates, and no plates without registration. And no dealership will deliver a car without plates, obviously.
Most dealerships won't deliver a car without proof that insurance has at least been arranged either, and will happily sell you insurance (as most are insurance agents as well).

First time I ever disagreed with Frank. That guy should not have been allowed to drive away. I think the little girl having a cut on her head influenced him to let the guy drive on. Didn't want to be seen as delaying her "emergency." Notice how he played CYA at the end when he said, "Just so you know, you can't drive because you don't have a license." Apparently Frank thinks that covers him after he drives off, then the guy drives away and does 92 again, hits a family and there are 5 fatalities, and he will then say, "I told him he could not drive." Should have told the guy your car is impounded, you're under arrest, called for EMS for the girl. They would have taken her to the hospital. Maybe she had had a serious blow to her head and had a brain bleed or concussion going? Even the best make mistakes. This was Frank's turn to blow it.

And who pays? They will just go buy another car. The state ends up paying the $15-$25k for the ambulance.
Then the state has to pay for the fees to then auction the impound car.
Easy way for the state to lose $100k
Or. Those tickets? Fines alone is over $2,000. The SR-71 (whatever it's called) forced insurance policy for no insurance (forced 36 month independent policy, no property coverage) pay into the un insured fund.
Legal is better. They can force payment.
And takes Frank off the roads for the rest of the day. Also another officer that's following up on a crime has to stop what they're doing and come assist Frank.

Frank, I'm constantly amazed that you don't have the power we do, to immediately remove and tow away, any vehicle that is running without insurance. Similar power for no driving licence as any driver who has no licence automatically has no insurance. Likewise with drink/impaired riving. We can do a roadside breath test on a hand held intoximeter or which gives an immediate read out and if that shows a fail you then have the authority to get a reading on an 'evidential' machine at the station. For suspected drug impairment traffic officers carry a simple saliva drug wipe kit, and again failure on this allows for an evidential sample to be taken back at base.
You need more tools Frank. Keep up the good work it's a delight to hear the same old 'excuses' trotted out in Pinal County as over here!
As a former police officer and now paramedic, I applaud your style. Doing ridiculous speeds as a panicking parent, no seatbelt on the child, licence, registration is just an absolute recipe for disaster. I love this guys style of policing .. instead of using the Reid interrogation technique, where the officer forcefully takes control of the situation, right down to when the suspect is allowed to speak or not , he just lets people walk into shit without applying any pressure at all.. it’s like the less pressure and intimidation he imposes on someone, the more they’re willing to incriminate themselves.. he’s using the “I’m your friend” style of policing, acting SOOO casual that the suspects perceive him as a friend that’ll give them a break

Frank is highly watchable as usual, and gives us in the UK a good example of how some US Law Enforcement Officers are doing their jobs responsibly, fairly and courteously. However, the Law is the Law, and it baffles me how the dull-witted gentleman who was apprehended in today's episode could be legally permitted under what appear to be Discretionary Powers to continue to drive one further inch in that vehicle. It would surely have been more in the Public Interest to have the vehicle Impounded until all of its legal irregularities were resolved, to have the driver transported to Jail until his legal position as a repeat offender could be thoroughly assessed, and to have his daughter advised about the availability of foster parents who could provide better parenting and also set a proper example to young people in their care.

While I FULLY understand that by arresting the driver and having the vehicle towed will take one or more officers "out-of-service" for a number of hours, but allowing him to drive away is TOTALLY UNACCEPTABLE!
I live in Arizona and just paid my insurance premium for the next 6 months and found the part of the premium that took the biggest jump was for "Uninsured motorists".
And why is that?
Duh... by ALLOWING UNLICENSED/SUSPENDED/REVOKED drivers, driving UNREGISTERED vehicles with NO INSURANCE to "Drive away" instead of impounding the vehicle and arresting the driver.

And while you're being sued you get terminated for gross negligence for KNOWINGLY allowing an unlicensed driver to drive = GROSS negligence.
