No spoilers(just explanation ) :- Well basically Ace was whitebeard's 2nd division commander and Blackbeard was in the 2nd division itself and Blackbeard killed 2 of his crewmates for a devil fruit and ran ...that's the reason Ace is searching for him because even pirates have some unspoken rules

I hate the fact that WB got clapped trying to save ace after he was told to backout and didnt follow his capt orders so i felt a little sad at first but then again it was ace fault not feeling a bit of sadness whatsoever.
the most powerful pirates in one piece are called the Emperor and there are 4 of them. Unlike other pirates, they are not only have their own crews but they also have their own grand fleet who supports and back them up
7 Warlords - it's like in real life some counties hire pirates to work for them.
They are pirates, but they mustn't fight with Marines and civilians, mostly with other pirates. So Goverment say to them "As long as you killing other pirates and don't shit around - we good not to catch you".
It's because that pirates are very powerful and it takes lot of power and man and time to capture at least one of them. So for Goverment easier just to make a deal with powerful pirate.
Other pirates called them as "Goverment dogs" for that, but realy fears them.
Bounties on their heads is frozen. So if for Crocodile it was 80mil, it was way back then. It could be much, much hirher now, because time passes and he became stronger. But they don't refresh the bounty because of status "Shichibukai".
It's one of the "3 Great Powers".
Second one - is Marines. In specific - 3 Admirals of Marines. Basicaly 3 Admirals is 90% of Marines power (not included Fleet-Admiral Sengoku that you saw, because, despite he is strong, he is comander, not fighter that chase pirates, but before that - he was one of the 3 Admirals itself).
And the 3d power - not wanna spoil you, but that is pirates, that confront Marines and Shichibukai. In fact - Shichibukai (7 Warlords) was made to increase military power against this pirates, because it was not enough with only Marines to comfront them...
That about power scaling.
Shichibukai not equal by strenght, for example Mihawk is one of the strongest persons in One Piece, but he just don't want to hide from Marines, and fight with them, so he acepted title of Shichibukai. And some pirates want it, because of status "One of the strong 7 motherfuckers".)
So the highest rank in the marines is Fleet Admiral and the one below it is Admiral.

basically he doesn't have a rubber paramecia fruit, but the Sun God Nika Mythical Zoan fruit which gives you the properties of rubber. The Government hid this fact and made everyone believe it was just a rubber fruit. But the purple part you're wondering about is Gear 2. Also his family kind of gives him powers since only certain people get conquerors so part of the reason Luffy has it is his lineage where both his father and grandfather has it as well.
