They could've let the M be as is and just assign shuttle buses in two sections: one serving between Roosevelt Island and Queens Plaza; the other serving 63rd Street and Rockefeller Ctr.

I could see them making the M go to Forest Hills all times if they reroute the M via the 63 St Line at all times and the F returning to 53 St permanently. Therefore, it can lead to flexibility if let’s say, there is a problem on the 63rd St. line, they could send those M trains over the Q line to Yorkville-96 St without fuss. Besides that train is already running via Queens Blvd Local, so yeah. If you have the E and F trains staying on 53 St permanently, then you don’t have to make that switch over to the local track from Queens Plaza as both of the Express trains on Queens Blvd would run on 53rd St. But I do see the reasoning to just keep the M the way it is normally towards Forest Hills via 53 St is because the F runs to 179 St at all times and Roosevelt Island needs service at all times and that’s what the F is for normally.

Also the 53rd street line would not be able to handle 3 lines at once
