I could be wrong, but I believe the reason you can get right on the pace or improve after a few weeks is the neuron connections forming doing time trial and strengthening over time. When you come back to the same track, those neurons are ready to go and will strengthen even further. This is a crude understanding and description but should get the point across.

The DT' comes from the fact that they did not activate the pit limit in the pit lane. The game considered the delta positive, and therefore gave the penalty. Quite unfortunate...

My theory is new tires are so grippy that when you're trying to push the car to its limits what ends up happening is the car just rotates way too much when actually you wanna just throw the car around corners and rely on the outside tire grip to keep things stable. That's why after a lap or 2 you feel noticeably faster because that extreme grip is gone, now you can throw the car around a lot more instead of the car rotating too much. does that makes sense? that's literally how it feels to me. I think the first 3 corners on Brazil can demonstrate this perfectly. On new tires you're more careful not to oversteer the car on the curbs because you'll spin out. On used tires you can throw the car at the curbs and it'll slide to the next turn granted that you set up the move.

if you just turn the volume of your game down a bit, it might solve the problem of the crackling. seems like it might be clipping the level of the audio when it gets recorded, and then you get that sound and theres no real way to change it once its recorded. if thats the problem, simply turning the level of the audio of the game down should solve it!
Dani got red delta before pit entry and you don't. Why did you pressure him with speed before the pit? With like more green delta Dani could make it, and you need to drive safely under SC to not crush into him if his delta changes and he brakes suddenly.

I couldn't hear it myself in game. But if you can make sure to go to audio settings and set your audio simularion settings to ultra low.
