is it available in all train stations? if not, is there a way to know which train stations have luggage lockers?
In main railway stations of cities yes. You can go to ns.nl and check where there are lockers as well

This was in Leiden Central station. Schiphol airport arrival hall 3 has baggage lockers as well.
