Toranaga wants and needs Ishido to think he's defeated.
I think Buntaro desperately wanted Mariko to love him and thought his saving her life by marrying her would buy that but he found out that love can't be bought and as the years dragged on and Mariko still never softened he became angrier and crueler until there was no coming back from it.
out of all the deaths in the show, this one hit the hardest
One of the rules in "Art of War" is that, in order to trick your enemies, you first have to trick your friends. Hiromatsu's death was a spontaneous act that was a response to the need of the moment. Toranaga didn't want his friend to die. He did not demand that. Hiromatsu knew that Toranaga was up to something and he noticed that his plan could be jeopardized by a few other generals, who refused to sign the pledge. By the act of seppuku, he took their blame on himself and also forced them to change their minds.
Another thing - Buntaro. There is much more complexity to his relationship with Mariko. He has real affection and admiration for her (the real-life person on which Buntaro's character was based was madly in love with his wife). Unfortunately, Mariko doesn't share the same feelings since she didn't want to marry him from the beginning (he was lower in social position than she, she saw this marriage almost as an insult). Buntaro is an embodiment of a perfect samurai, who desperately wants to gain his father's respect. He does everything according to what is expected from him but he is unable to develop relation with a woman he loves. And it goes like this to the point of resentment. I think Mariko would never love him, no matter what he would do. Btw, the tea ceremony is quite a big deal here. It was considered a form of intimacy and required a lot of skills to perform. Buntaro was a tea ceremony master and it tells a bit more about him.

Toda Hiromatsu sacrificing himself by seppuku was a very intense and emotional scene. I definitely felt it and was rough to watch. Although Toranaga lost his most trusted General, confidant and friend during this scene it was very important. Several of Toranaga's men shared their concerns about Toranaga surrendering instead of pursuing the war he promised them. Toranaga and Hiromatsu's plan in which Hiromatsu announces he will commit seppuku if Toranaga doesn’t stop “throwing away all that we have fought for” was very strategic.
They had to be convincing with this plan to trick the Council of Regents into believing Toranaga is serious about surrender. Toranaga was convinced that one of Ishido's spies was there observing their actions and temperament. They had to be convincing in everything they did. Toranaga and Hiromatsu's plan displayed the Bushido moral code of the Samurai during feudal Japan which promoted the importance of loyalty, honor and martial arts. The Bushido philosophy refers to not fearing death and dying for valor.
Hiromatsu's death was not in vain and stresses the importance of their code of loyalty and honor by sacrificing self for the good of the many. This was about not fracturing Japan and keeping their peace.

Buntaro is one of those dudes that has a preconceived notion about how things are supposed to be and if he comes across someone or something that does not match his ideology, he thinks he has the right to beat sai person or thing into submission of his will. FUCK DEM DUDES! (sorry for the language)
