does GEF reaction happen inside the nucleus and GAP reaction on the cytosol?

both reactions you mentioned take place in cytosol as far as I know.

Right. Growth factor (ligand) binds to receptor and it passes signal from outside of the cell to inside the cell which passes through adaptor proteins and finally RAS. Ras is anchored in plasma membrane - means all process takes place in cytosol.
