Im really excited to see how they handle the bard. A true force multiplier like they were in EQ would mean you get a guaranteed spot in every group. I could really care less about their personal damage because that's what my team is for. As long as the buffs make up for whats lacking in dps ill be in love. From what Steven has described the bard in the past, it seems like you will be really engaged in combat to maintain short terms buffs so you won't be afk buff botting. Dark and darker also had a phenomenal bard in my opinion. A mixture of many types of buffs from move speed to damage and tankiness but you couldn't take them all so you had to customize based on your squad. They also had really cool utility from songs to open locks, invis your party or even speed up spell or hp recovery during rests.
I would think a Node war being declared by the Mayor is a Policy that the Citizens of the node get to vote on. Of course there's that ability to bypass the vote with enough Mayoral Points (I forget the term). Either way, without the points you're not enacting a Node War Policy, so that you can do it "At Any Time" is a true but has parameters. You must have enough points for the policy and your citizens must agree to the policy (Unless you're willing to spend to bypass the vote (If you have enough points to do so)). So it's not like you can just declare war on a new node every week, you're going to destroy your node's progress, cause you're going to run out of points to spend on other policies.
the pvpers guild will start PKing citizens of your node, mayor has no choice declare war, node wiped by pvpers guild. already that kind of guilds are real. ONE ZERG TO RULE THEM ALL
no, the sad part is that the mayor does have the choice. if he's an embedded spy, he won't. if he's spinless or seems to think he can talk out a solution while citizens are dying. if he hates pvp or is delusional "zap zap, we come in peace, zap zap". much drama will evolve from the actions mayors do or do not take.
I think you are going to find that if enough people take a bard augment, you may be able to do without a Bard, whose strength is probably going to be in resource bar management. I think a lot of people think "Holy Trinity" MMOs are all about managing damage, healing, and dps. But you do also have to manage aggro, crowd control, movement and your resource bars. DPS is still king in that the more DPS you do the less of everything else you need. I think you are going to find that you can get away with a lot of different builds, balancing gear, group compositions, consumables and augments.
