He was created for fun because dokki wanted to join in with creating children between ruv and sarv.
Dokki then created selever and rasazy.
They are not canon therefore they can't really be in sarv and ruvs life but they really want to meet their parents someday.

It's probably possible and possibly probable that this is a coincidence, but I can't think of anything funny so here goes: Casanova means "New Home" in both Portuguese and Latin, and Selver made a "New Home" dimension of sorts for his sister. Continuing with Portuguese, it is often described as sounding like Russian, even by Russians themselves(Of course, the words mean nothing to a Russian who doesn't speak portuguese, sounding like simlish to them,) but, portuguese words resemble Latin, because it's directly descended from Latin.
