So i think you are asking if you can rate limit the car to a maximum speed. I'm curious about this as well so the car is more in a crippled state to allow someone to park it / move it around or in the case of taking to the dealership they can only do test drives after service and not go for a joy ride (which has happened on dash cam on YT). It would be good if you could prevent them from getting up to speed to get on a highway potentially but I guess that creates a safety concern for other road users / the car getting damaged even if they weren't authorized to take it on the highway.

Can valet mode tame the horsepower down, so somebody doesn’t go slamming into something with your car?
