There's an amazing UK Hip-Hop scene, you just need to look in the right places. Check out all the High Focus artists, Jehst, Task Force, Mystro, Buggsy, Dr Syntax, All the RLD Records artists (NLP, Jack Jetson etc) to name but a few. There's always been brilliant artists in the UK hip-hop scene and it's only evolved into what it's become today.
I think this is a closer representation of the UK hip hop scene compared to some of the hip hop nights i've been in in London. Most of the them tend to be just ripping off the modern american rap scene [trap, gucci, ross etc]

Its not as much as "Can UK do Hip-hop?" as much as it's "Can UK hip-hop acts make it to America?" Even though its not what it used to be, there are still plenty of places to perform and roads to connect them in the US. Just keep the appreciation alive in the UK and keep putting out material and hit as many places, physical and virtual, to get the sounds out. There is an audience for UK hip-hop in America.
