Search for a profile image of bulbasaur and edit a bit to get your template. For the other side use its mirror image. This is the way I made this pikachu template.

No, only on one side. It is to restrict the movement of back legs. Since the legs are connected, so adding the stick on one side is enough.

Which one ?? The one used for base is a pastel sheet wrapped on a cardboard and the one used on pikachu's legs is a green fluorescent sheet but you can use any paper.

The base can be anything. I covered with green paper so that it looks good but it does not affect the working of this toy.

Strawberry Cake
The hot glue is to provide grip to the legs. Try without it, if it slips on the surface then you have to apply glue or else it is not necessary.
