Thank you very much for your comment! So basic fare is applied to all the JR trains including local slow trains, calculated by distance. I can call it distance fare. Shinkansen is considered ‘super express’ so you need to pay for the speed. If you wanna take Shinkansen, you have to buy both of them. ‘Don’t buy express ticket’ only applies to those who have commuting passes or something that cover the distance fare. Hope this helps you understand the complicated train system of Japan …
