If a Tori stands directly above the CC freeze with talons they don't get hit because their hitbox isn't touching the freeze.

arena is so busted due to damage caps not being a thing and modes being allowed. In arena i think they should make tori heal a 1 time thing for each life . maybe ill balance it

No. Tori already requires a lot of points for the healing to be decent. That would make tori trash. Why should tori get limited but all other fruits stay the same? Not fair. The dude in the video (despite the healing) barely damaged him, because he's a tori main. Base form tori without the heals would suck.
