Overcharge spell sounds like it will work really well on PvP arenas that have the energy tile for instant ultimate. Rearmost ally on an energy tile immediately becomes unaffected for 20 seconds and gets up to 900 extra energy towards their next ult over those 20 seconds.
My guess with harmonic spell is that bosses and teams dependent on timing can have the big damage fall outside of the 5 second window, causing other artifacts to be better.
Now if you pay you can even unlock the artifcats faster than those who dont pay...,,nice I guess.....thank God they didnt add any pay wall for the story because thats all I care about the most.

downside of the harmonic spell is only 50% uptime, 5 seconds every 10, but still the buffs it provides are insane

Harmonic spell has paltry initial boost, for the first 10 seconds, your team will be underpowered. That's what I get from the wordings.
