They would get up to max speed stupidly fast, go very fast for a tractor, but be undrivable. They are geared for for the task, but importantly there are no suspensions other than the actual tires and without the sled weigh on the back it would bounce. It would be a rough, bouncy, and unsafe ride.
Wayne Sullivan is a character I hauled coal with him in the late 1970s.
He had some very nice coal trucks that would run over 100 mph.
