If I recall rightly the reason the action jumps a few times is because there are frames and/or whole scenes missing from this cartoon (missing in the sense that all known copies do not have those frames/scenes). As for Alice's weird jump for no obvious reason at the end it's a obsolete rare type of gag called a Flip Take. This is great, but, I also think it's the most complete version of this cartoon I've seen, ever that I can think of.
