For tens of billions. The finnish diplomat answered: "We know in what state this area is today. It´s one of the most backward areas of Russia. So, no thanks, it would ruin Finlands economy to have it back and try to raise it to the same standard of living as the rest of Finland".
Without an enemy to fight, there is no need for the next generation of weapons. There is no need to produce them in volume. No one failed here. The production of weapons pays & employs millions of people, most at higher than average pay. Telling the public "we need these weapons to fight the bad guys" keeps the Military Industrial Complex well funded. It's a Win for all of involved. No one in the CIA or NSA is going to advocate we can handle the bad guys just fine with what we've got. There's no profit in that philosophy.
Better to overestimate an opponent's capabilities than underestimate them, and the most overall damage occurs when opponents are evenly matched. Quantity has a quality all of its own, particularly if you don't care about losses and, given NK's struggles with food supply, lost soldiers just means fewer mouths to feed.

I think you misunderstand just how much the Soviet threat drove the U.S. and its allies to improve strategy, operations, tactics, and equipment. You also forget that the Korean war almost ended in total disaster for the Republic of [south] Korea (and the minimal U.S. forces that we stationed there) prior to the U.S. fullscale intervention. That intervention nearly fully ejected Kim il-Sung's forces, until Mao's Chinese intervention that pushed the U.S-R.O.K. allied forces way back, eventually culminating at a stalemate approximately at the modern DMZ. And don't forget how quickly Russia captured Crimea several years back (likewise with their annexation of a portion of the Republic of Georgia a couple of years before that), and how close to disaster Ukraine was during the early days of the current invasion. Even bad tactics can go pretty far if the opponent is unprepared!

So it is interesting to consider that Russia is at such a desperate moment that they need external soldiers to help prevent their total collapse. Using North Koreans is a clear indication they are losing the war, as if they were winning they would not need the extra help. The way the soldiers are employed is also important to consider as you may notice the stark differences between Russia and NK’s alliance on the battlefield, compared to joint western operations in the Middle East, as these were not done out of desperation but rather to build cooperation and experience, as shown by their low mortality and high success rates. I don’t see this talked about a lot, and usually just see people saying it’s a “escalation” but I don’t think that it is I think it is a “act of desperation”, in my opinion.

Because NK troops are deployed on Russian soil and haven't entered Ukraine yet. To the best of my knowledge that distinction is also why Ukraine's Foreign Legion, comprised of volunteer troops from around the world, didn't enter the Kursk region.
The saddest thing is the north korean forces are there specifically to be human shields. North korea sent all it's rejects to get rid of them.
