I'm not sure, but its in the payware named "SP Daylight Limited - E9", which is also found towards the bottom of the City and Country USA map.

I actually made my own version of the route, with all new tracks, new yard, new blue sky mine, etc. If you want to download it, go on the "get new content" and click "free", then search up "City and Country USA 3.0"
