Back then, I used some software to rip the sounds. I don't remember how it's called, since I don't have it anymore. I remember it was originally used to rip sounds from NHL, or NBA games, but it works on NFS too, since it uses the same format. You just have to drop in COPSPEECH.BIG from the game's files and you have access to every sound and dialogue from the police radio. And for the announcer voice, I just applied a high-pass filter and called it a day. Update: you need an ASF player to extract the sounds.
