It's definitely Pat, who has remarked that it took her some time to "rough it up a little" for rock music. She's also said she initially sounded like "Julie Andrews" singing rock which was "bad." She is letting loose here, but clearly not in the way she was able to during the later '70s after honing her chops with live dates and performing in Harry Chapin's musical. If you listen to her higher range at 2:15, it does indeed sound like her riffs in "Invincible" and "Walking In The Underground" a decade later.
If I heard this, I wouldn't have signed her. Nothing outstanding here. It's amazing how the genre can highlight one's vocal chops...or not. Thankfully, she found her groove or the world wouldn't have gotten to enjoy her full talent. She had the range and vocal training back then, but this did nothing to showcase that.
I agree it doesn't quite sound like her. Sounds like she was channeling Toni Tennille. But it is her you can tell near the end when the guy asks her if she's ready and the final notes. I wish a CD version of Coxon's Army was released. Or I could find a vinyl version for under three figures. Like no more than $50

Listen to Madonna's early recordings, she was never as good as Pat, but she improved a lot.
