Nothing to do with emmisions laws in the 70's / early 80's, but the change in learner licensing, power to weight, etc. Emmisions only became an issue in the late 80's / early 90's.
They pulled the plug on the 400 because they came up with the LC range, and then the YPVS, they did not pull the plug on the 400 because they saw the end of 2 strokes.

I'd still take the Yamaha over the RG. The RG looks worse.
