He used something called 'Reconstruct Me' to scan the person, rapid to create a clean mesh of the scan (fix up some stuff), Mud box to paste the pictures onto the object, and Endorphin to make the model move, jump around, fly, Etc.
They used "Reconstruct me" but it is like $300. As part of the Microsoft Kinect SDK there is a program called "Kinect Fusion" The SDK and Fusion are free, and I think Fusion is more accurate then Reconstruct me.
If you do need to scan someone with their arms up more, have them stand in a doorway and push the back of their hands against the frame for about 30 seconds like so, ]/|\[ with ][ being the door frame and /|\ being you and your arms. When you release, after a few seconds your arms will start to rise up with an almost floating feeling, and go into a T with no effort from you. From there can hold for much longer than one normally could.

The Kinect 2.0 should make your 3D models and animations a lot better. Great video.
